
The Ministry for Foreign Affairs of Finland has published new guidelines regarding government support to International non-governmental organisations (INGOs). The new INGO guidelines 2012 emphasise the complementarity of financing in regard to Finland’s other development efforts, as well as the long-term nature of Finnish support to chosen partners.
With the help of the new guidelines a new funding cycle is created synchronising the processing of new funding proposals for INGOs within the Ministry.
Ideally three-year funding decisions promoting systematic and long-term development are to be made.
In addition, the guidelines clarify the division of responsibilities within the Ministry in relation to INGOs and enhance procedural principles.
The new guidelines also take into account the new statistical practices of the OECD/DAC and enable more flexible government support to INGOs.
The new development policy programme of the Finnish government lies behind the revision of the INGO guidelines, through which the policy recommendations are applied in practice.
